Secondly, locate all Dream Patrols in the Shores of Last Breath. Completion isn't necessary; simply discovering them and having them appear on your map suffices. Upon discovering all patrols, a notification will confirm Nightmare Tempest Mephis' appearance, allowing you to engage the boss at the location shown above.
