Let's break down how to complete this quest. First, examine the requirements:

The image shows the quest's location. For easy navigation, here's a screenshot highlighting the NPC's location (look for the exclamation mark!):

Teleport to the nearest station. You'll find a bike rental nearby, speeding up your journey to Mysti.

Once you reach Mysti, she'll explain the quest. You'll need a "Simple" outfit.

While a complete fishing costume is ideal (and likely already in your inventory), a simple green dress also worked perfectly.

To my surprise, the quest completed instantly upon interacting with Mysti while wearing a simple outfit! Here's a screenshot of my reward collection:

In short, any outfit tagged "Simple" will work. But if you lack such an outfit, the fishing costume is your best alternative. This quest is surprisingly straightforward—you likely already have what you need!
